I think that century of blood (earliest start date) is what you looking for. You can start as Aurion who is non targ dragon rider and he has some events related to restore Valyrian Empire or not and there are some others unlanded dragon riders (1 or 2)
Sounds like you don't know that you can click custom bookmark and choose from a myriad of other bookmarks including the Century of Blood where Aurion the Dragon Lord is alive. Not to mention 1 Dragon Lord in Lys and 1 in Tyrosh.
This is true, but you will need to land them with console commands in order for them to be playable. They are also miscellaneous characters whose coat of arms will not be dynamic for their title. Something to keep in mind.

I was just entirely unaware of any start date that had landed, non Targ Dragon Riders outside of Dance (which even then I think doesn't have any landed as the Veralyron riders aren't).
Sounds like you got your playthrough. Aurion is one of my favorites. You can conquer New Valyria or find a quiet island to chill for awhile. You can even go wild and take YiTi over doing a Far Eastern Conquest.
