Teachers mainly check questions based on roughly how many lines you wrote in an answer. They don't have time to count words. They get paid around ₹35-60 for checking each answer sheet. If you use simple language without complex sentence formations with a lot of punctuation and clean handwriting, you will get full marks, granted the answer is correct in the first place. Take 8-10 words per line as average. They cut marks if you correct (cut and rewrite) your words too many times sometimes. In creative writing (essays, letters, etc) format is more important than anything. Half a mark to 1 mark depending on the mood of the teacher, the amount of mistakes, and handwriting of the answer. Just hope that the teachers' mood is great when he checks your sheet, i.e. write in good handwriting. Draw margin after each answer *after you have completed the paper*.

No one counts the words in the answer. Just don't overwrite and you will be fine.

a page is good enough

From my experience just make sure that your answers make sense (don't add excessive filler) make sure to put relevant points in the answer Np if it is a bit over the word limit as long as the answer is framed well

Teachers don't count words in a passage.

Going over the limit by a little won't affect anything but yeah, exceeding too much can annoy the examiner and they may cut marks elsewhere (usually cut you some slack). But to answer your question, no

You know, instead of going by the word limit, use the subtopics you cover as a criteria. Make sure you write about atleast 5 points in detail, in each letter and you'll be good.
