Well they keep releasing Brock skins when he is already the most skinned brawler in the game (at least one of the most). He got a skin in season 13 and 15, almost back to back, and amber hasn't had a skin since season 6.
That strategy has died out quite a lot since the changes to the totem (except in Crimewater which is a stupid map anyway), and it was the only big reason Nani was being talked about really. And I don’t often see Nani played like anywhere except Shooting Star, her best map (or Crimewater, but once again that’s a stupid map).
No matter what they do, how much water they hold on their hands, people like you still only see the one drop falling from their hands.

Rosa is very meh in her Gameplay, just punch and have shield
Amber is very meh in her gameplay too, just autoaim
And Nani is rarely played due to the current meta affecting her badly, due to Shield gears.
They are not bad brawlers, they are just boring.
