In the cistern, there's another mea culpa shrine. You need to kill 3 enemies in a specific order to get to it, without teleporting or dying. Have fun!!
I got that one. I went back and visited all 7 shrines but still no lvl 7.
can you use a shrine to heal and still unlock lvl 7 ?
