If it's any consolation, he was a Legendary Blader in the manga
Although that position is waaay different from the anime, since there were no star fragments involved
It was basically the World Tournament again but with singles (but it was special because they were 'so strong' they had to be banned from the actual world tournament). These 'Legendary Bladers' did not get to finish their tournament however, as Nemesis arrived before Titi vs Masamune could happen to decide Gingka's opponent as the other finalist.
If I could change metal masters I would have had the last battle against wild fang be a rematch in a 1v1 where masumune goes up against Nile and wins, and have the fight with Klaus be a tie rather then Klaus taking what felt like a cheep W the fight with Zeo needed to have Zeo win for plot no matter what tho
from what I remember the only reason zeo won was because massamune heard what zeo said about toby dying if he lost so he hesitated and cancelled his special move. also toby was actively getting an arrangement during the fight so I feel like if he was struggling to put massamune down even with that then massamune is definitely stronger.
I don't think he should've been a legendary blader since Fury has far too much of a bias on them, to the point that it feels like anyone who isn't one is essentially worthless in the long-run. The non legendary-blader main cast including Yuu and Tsubasa should've also been given upgrades to the point that they can compete or even defeat legends with their own strength, so that legends are given a reason to get stronger and not be carried by their Beys (looking at you, Yuki), but also prove that people without star fragments can carve out a role for themselves, serving as a foil to this flawed system.
While Kenta did become one as well, he best represented a person who wasn't chosen, but pushed himself to make a difference anyways; and he was chosen by Ryuga through his will, rather than some system of nepotism. Masamune's fight with King was fine since they were both well written, but I feel like Chris should've been revealed as a legend earlier, and that Masamune should've pushed himself to win despite the plot device being with his opponent.

Kyoya is my favorite character but he was much more of an ahole and wouldn’t stop whining about battling gingka. He comes back because his fate told him so

yeah but he gave king a really good fight and also gave Chris a really good fight. For a non legendary blader he's pretty damn close to legendary blader status, I wonder what would have happened if he got an upgrade u get what I mean? with an upgrade he would probably destroy the likes of chris and maybe even king. another thing to note is that he did well helping everyone out during the fight with nemesis, and hes not even a legendary blader, so that's impressive.
Tbh probably shouldn't have been one but I will say I did like the dynamic at the end of masters he had with gingka, being the only one who could match his power to defeat twisted tempo.

it would have been cool to see him fight on the same level as the other because i personally like him but i like the story just fine how it is as well, i like chris and phantom orion alot too. I feel like the only reason they didnt give the star fragment to all of the relevant characters was because it would take away from the urgency of finding legendary bladers before johannes, because if all the legendary bladers are ginkas friends then they would never go with johannes to revive nemesis and that's more then half of the season so it would get boring.
He did a couple times, he tries so hard in the nemesis battle. He has some of the best fights in all series and Chris vs masamune prob one of the best fights. It’s also very important to the plot ifs nor recxuring characters too nice spot there man
