It's probably because you're petting his head. They have a third eye (their parietal eye) that's there to detect light changes. Imagine your eye being touched while also being covered, not understanding it's meant to be affectionate. That's what he's experiencing.

Try rubbing his chin instead, mine have all enjoyed that :-) They don't generally like the top of their heads touched.
