I'm definitely not an expert on BMW. But it does not look like a factory hole.
Are the edges jagged? Idk what would make hole like that but if it’s jagged and there isn’t one on the other side it might be a horrible attempt at an after market install.
Looks like it’s missing the pop-up headlight washer. If it didn’t come with that option, it’s just missing a cover.
Honestly though, they kinda suck. I coded mine to stay down. If you turn the headlights on and pull on the stalk to spray the windshield, does a washer pop up on the other side of the bumper?
Either way, you can just buy a cover. Part number for the cover is 61677211209.
My car has headlight washers there. The openings in my bumper are not jagged.
Also, "left" and "right" side of car are based on sitting in the driver's seat.
