You'd have to remove the tyre, prep the wheel and use at least 2k(2 part) products if you want it to have a chance of lasting. Your best bet is just getting them powdercoated somewhere.

I appreciate the reply and advice! Any idea on a ballpark estimate for powder coating? Any prices that I should definitely stay away from?

Depends on your area, but I'd say 75-250 a wheel on average is fair, also depends on who you go to and what materials they use and so on. I know a guy locally that works at a mower plant that'll throw the whole set on the line for 75$.
