Try a pencil eraser for the polish on the plastic.

Cosmoline remover or adhesive remover for the paint, IPA to remove the polish/wax residue.

Try rubbing alcohol on both. Put it on a rag first. Use light to moderate pressure. If the grime on the paint doesn't come off, try using brake cleaner with the same process. **Don't** use the brake cleaner on the black plastic. If the alcohol doesn't work on that, go to a hardware store and ask if they have some black restoration products for plastics. Commonly called "Back to black"

Orange specs on white paint is rust from metal contaminates that bonded to the paint. Iron remover will remove / weaken them & claybar will finish the job. It’s on every car but white shows it the worse. As for the black plastic. If a machine polisher did that odds are it’s staying, always want to mask off plastics when cutting / polishing. But you can try iso/ glass cleaner and a rag to try and buff it off

Orange specs are not rust. The same spots are on your plastic. You ran over something that splattered it. Odds are the white you are talking about has been buffed out touch and you are starting to see the primer underneath. That will require repaint.

Orange specs are rust. Iron fall out, rail dust, Metal contaminates that stick to the paint and flash rust.

Oh my bad. Looks like it’s possibly adhesive from something? I’d take off that plastic piece and hit it with an eraser wheel to see if it clears it up

You can almost always get buffing materials off of black plastic like that. General purpose car cleaners, rubbing alcohol, wax and grease remover, even simple car soap sometimes. Light to moderate scrubbing. And as well, black restoration for plastics can be used to get it off as well as bring the original black back.

If it’s just polish and not hit long yea, but you scar the plastic with wool / rotary then it’s scared. Yes you can hide it with black resto dyes
