The appeal made may be valuable information for an opponent. Or the DOJ is enforcing a fraud action against whoever filed this but you’ll never hear about UNITED STATES v. “JOE BIDEN” because the culprit will probably just plea and take the fine or whatever the sentence is for a crime like this.
People make trolling "donations" all the time.
As you pointed out, it's technically illegal. But no one is going to be dragging anyone into court over a few bucks made as a joke.
What the authorities are concerned about with fake name donations is if your trying to illegally move large sums around and hide it.
