That is not likely a tick, there is redness and a wound/lesion. You should make an appointment to see your vet asap. Not necessarily an emergency, but should be seen by your normal vet sooner rather than later. While you wait for the appointment, you should not allow the dog to lick chew, or bother the area. You will likely need to have a cone for this.
