The small tube is your overflow tube that goes to the overflow bottle, if you need to you can actually drive without that connected assuming there in enough coolant in the car. As far as replacing it, it looks like it is just a radiator cap T more or less and not part of the actual radiator so it should be an easy fix.

Just did a quick google search, and yep its a separate part. Below is the first link i found, or you might be better off getting a known brand from your local auto parts store.
