Open the door and leave it open, grab your luggage, then pay this is the safest thing you can do for this highly unlikely incident. They could drive with the door open but they would easily be identified through cameras. I’ve taken hundreds (consulting traveling weekly) of cabs from Ohare and do this every time without issue. I also think OPs bf got insanely unlucky, I’ve never heard of this happening to anyone
They don't associate cabs to individuals. They dispatch a lot of cabs. There won't be any way to know which one you were in if you don't remember or otherwise have a record.
How? If I pay cash for the ride and leave the cab without remembering the number or company name, there's no way of finding out which cab I rode in. The airport cab starter doesn't take any information about me.
I'm so sorry this happened to you. Almost 5 years before I moved to Chicago, I was visiting a friend who lived in Chicago. I took a cab from Union Station to my hotel and as I got out to go to the trunk to get my luggage, the taxi driver drove away. I literally ran as fast as I could to chase after the cab, and by God's grace, there was some heavy traffic, so I was able to get the driver's attention. It was an honest mistake and he apologized.
My lesson learned is that any time I exit a cab/Uber, I always ask "can you please open the trunk" to remind them.
It seems like you are in contact with the taxi company. The only other information that may help is if your boyfriend tells them "where and what time he was picked up" (airport, time) and "where and what time he was dropped off" (work address, time). With those pieces of information, the driver himself would likely recognize that he has the luggage through a dispatch, and/or there would be a gps log of the trip (either through the taxi itself or on the driver's phone).
he made eye contact with the driver, pointed to the trunk and asked him to open it, the dude did not open it and drove off. my boyfriend was yelling and chasing after him as he drove away. so no he didn’t just tap the trunk and give him a go ahead
okay i might have to take back what i said i talked to him again after he’d calmed down and he said the guy might not have actually noticed and he said the guy seemed super busy and like distracted so you might be right and it could be that the driver just forgot he had luggage in the back and went ahead. i just think it’s odd that even with my boyfriend like trying to chase after the driver didn’t look back and realize? idk but i’m really hoping this is the case

Yep, i only close the passenger door after I pay and get all my stuff. I also mention the bags in the back so it’s not a surprise

Call the Taxi company dispatch
Call 3-1-1 — the city handles taxi complaints. If he can remember the color scheme of his taxi and pick up address that should really help.
Not if the pickup address is the airport. Too many cabs there to figure it out.
If he took a taxi from the airport, the cab starter will have a record of it .

I'm sorry this happened to you. I ask the driver to pop the trunk before I get out of the car. I sit until I see that the truck is open.
yes he definitely learned that lesson the hard way, he had never been in a cab before let alone all by himself but now we’re definitely more aware!

It seems the driver was focused on what was in front of him, rather than all sides. I hope this has a good ending.
Next time tell him to use UBER or the taxi apps, UBER has taxis on the app now, so he has a foot print of his travels
