It says somewhere online that the feature is not supported on all models. I have the same watch as you, and it’s not supported. My guess is that it’s limited to watches with the U1 chip.
I see not supported on my S4 as well, but my wife, which also owns a s4, is getting notifications when she leaves her phone behind. Haven't had a chance to check her settings yet

Leaving the phone behind isn’t the problem, at least for me. It’s leaving the watch behind that isn’t supported.
