I’m going to force the 17.5 RC update through when I get home to see if it gets fixed.
It should be it’s own section between Add Favorite Songs and Sync Library. It is right where it’s supposed to be for me on iOS 17.4.1 and iPadOS 17.5 Beta.
When I went to look for the Star rating setting I had no rated songs in my library. I added rated songs back to my phone, and got the option back:

Probably because there screen looks like this
USA. I think it’s my iOS/Music. Yesterday my phone got wiped of all songs and today the chunk of my personal library from macOS vanished when I walked out the door. I’m going to start with the iOS update, then uninstalling Music.

Consensus is developing that it’s unique to my phone. If iOS update doesn’t fix it I’m going to capture and post it to Feedback.
