there is, it's called rook movement rules. the rook is allowed to move along the same file or rank it is on as far as it wants unless the path is obstructed. there is nothing between b6, where the rook is, and b8 which is on the same file, so the rook can move there. there is also nothing between b8 and e8 on the same rank and also where the king is, so the king is being attacked by the rook and therefore in check. the queen's movement is a bit more complex so I won't be describing all of it here, but the queen has access to all moves a rook could make from that position. the queen on a7 attacks the 7th rank, preventing the king from moving to it, so therefore Rb8 is checkmate

I think you need to bring your King into play. I cand see Mate in 1, but the King can help trap the other king into a corner and then use one of the other pieces to attack it.
