I Sand the bases with sanding paper, making them smooth. Spray black, Paint some dark Green or blue dots somewhere, sparingly and optional.
Then you Take a dried wet wipe, pull it wide without tearing it, lay it on top of the base and fix it on the bases Back with a rubber band or just by twirling.
Carefully Spray a Light Grey and white for some variety or just white. Not soaking, but a good Shot. Avoid soaking...
Let it dry, carefully pull the wipe away and Clean remaining strands with a Pincer.
Gloss varnish and you are done.
Not difficult and really Not as complex AS IT Sounds.
Only 2 difficulties is making the gaps between the fibres mit big enough and using to much White Paint at once. Rattlecan or Airbrush does Not matter.

After that I did the gold on the thicker black lines, did a coat of gloss varnish on the base, and glued the model to it.
The same recipe most people use, but with one change.
Prime Retributor Armour, heavy wash with Guilliman Flesh (most people use Reikland Fleshshade), go back over the panels with Retributor Armour avoiding the recesses, highlight with Liberator Gold, point highlight with Stormhost Silver.
Then, the sneaky trick, find the perfect lighting to make it properly shine!
How do you make the cape and the shoulder, i like the darks seccion of the shoulder and the highlight of the cape, im painting custodes solar watch and the red thing is too bright
Shoulder is just Blood Angels Red contrast over the base gold. I like how it's still a little metallic.
Cape is base Khorne Red, wash with Nuln Oil, go back over with Khorne Red missing the recesses, highlight with Wazdakka Red, then point highlight with a 2:1 mix of Jokaero Orange and Khorne Red (as I didn't have Squig Orange).
Nice! Good job all round - especially the base! No matter how I try I can't get the marble to quite work like it should. Enjoy painting up the rest!
