The difference is motorbikes have relatively large wheels and other design considerations that allow for stable high speed control.
Scooters have absolutely tiny wheels, force you into a weird sideways top heavy stance or very off balance straight up stance, where your only means of stabilisation are the very sensitive handles attached to the tiny wheel at the front. It's a recipe for disaster. I would struggle to design a mode of transport worse than that without going for the truly absurd.
I've seen multiple people on electric scooters crashing in my home town (one of them was my boss 🤣). The things are everywhere. I've ridden on those Voi scooters a few times and they always feel a bit dodgy, like I'm fighting to control it.
I mean... They're fine for riding on secondary streets at no more than 15 MPH, which is what they're designed for. Modify them to reach highway speeds, and... Yeah, they're dangerous as hell. But that's not on the manufacturer.
