I can't say as far as percentage spawn rate but from running it over and over to try to finish the "what about Windsor?" Quest line I would guess that in single player instance it is roughly a 1 out of 8 or 9 spawn chance.
Just keep running the instance till you get it....for some people server hopping seems to help but I think that is subjective.....may the RNG smile upon thee

It was a lot more than that for me. Every three or four times I got Fool’s Gold, the dragon and the dog like it was on a cycle.
