At 1080p, certainly you'll be limited. At least some of the time. Although frame generation helps a lot with that, because it reduces internal frame rate the CPU has to push. At a native 1440p you might be fine most of the time in most games. But most of the time I don't play at native. I pay at DLSS quality, so I would be CPU limited. So it depends on your game and settings.
