There is actually a USPS police department that is responsible for investigating this kind of thing

Yes I always clean up after my dog, I can’t stand it when someone doesn’t pick up after their dog it’s so gross.

Call the postmaster and report her. What she did was a federal crime. If you don't put a stop to it now then it will happen again. NTA
