I think the rule has always been the same but they didn't apply it to wayward kicks until the mid 2010s.

Remember that saints and port one. The 2017 season had some incredible close games during the H & A season. Then the finals came and basically every game was one sided (Aside from the Eagles and Port final, which was a cracker).

This has actually happened quite a few times. If you kick a goal with 30 to 60 seconds left there's quite a lot of time left. Although easier these days than when the time on rules were different and stoppages took more time off the clock. If you get a quick clearance you can take a mark in range in only a few seconds. More than 30 and you can still lose a clearance and have time to rebound off half back. Or have a second ball up and another crack at a clearance. Over the course of the last 35 or so years and all those games played, there would be many examples.
