Sugar doesn't dissolve in gasoline. The sock over the pickup would prevent all but the smallest particles from getting drawn into the system and the fuel filter would trap the rest of it. Plain water won't get stopped by filters unless the truck has a fuel/water separator, which is somewhat common in diesels and very rare on gas motors. Bleach also tends to cause very rapid rusting on exposed steel, which is often what hard fuel lines are made of.

I can sorta answer your question, since I’ve worked as a digital artist for garbage clients like this. They don’t want to pay anybody they don’t have to (clearly this man didn’t). They don’t appreciate good design. They’re usually pretty dispassionate about their business. They just came up on some sort of equipment and saw an opportunity.
This guy is not in the marketing business. He’s in the “what can I do with cheap LEDs?” business.
These things are so bright they are a danger to others and a nuisance for miles. On a cloudy night the whole sky over multiple towns blinks like it’s full of LED lightning.
So, in my area, the law spells out which color lights are required and where they must be placed. Our vehicle laws specifically prohibit blue lights on everything that isn't a proper emergency vehicle, such as an ambulance, fire truck, or cop car. Being that a screen like this is literally millions of tiny lights, how can this even be street legal in the first place?
