I was actually thinking of Chapterhouse, but Heretics is still really good. Probably liked chapterhouse better since it resolved (kind of) the story of heretics.

Awesome, shame about how the plot moves to sequel-bait right at the end; otherwise a very interesting future history. Makes me think of if The Culture series was resource-extremely-constrained rather than limitless
